Job Description
Minimum Qualifications:       
-Two years experience as an Investigator 2, 30142.
-Or completion of two years technical training or undergraduate major core coursework in criminology, social work, psychology or related field.  Also requires two years investigative experience in a social service agency or similar environment.
-Or one course or six months experience in interviewing techniques, one course or six months experience in business math, one course or six months experience in criminal investigations, one course or six months experience in case preparation techniques, one course or six months experience in criminal courts proceedings, one course or six months experience in techniques of writing, and one course in typing, keyboarding or word processing.  Also requires two years investigative experience in a social service agency or similar environment.
-Or education, training and / or experience in an amount equal to the Minimum Qualifications stated above.
Additional Qualifications (Agency/Dept. Qualifications):
Knowledge of supervisory and personnel practices including interviewing, advising, driving and organization.  Excellent skills in written and oral communication, supervising and organization.  Excellent interpersonal skills.  Ability to multi-task.  Detail oriented.  Previous management experience preferred.  Knowledge of child support policies and procedures preferred.
 
Hours:                   Full Time, Monday – Friday, 7:30AM – 4:30PM core business hours               
Salary:                     $38,000 - $48,000 annually or commensurate with experience
 
Duties:                  
  • Provides direct supervision to the Child Support Case Manager, will oversee all child support functions including collections, disbursements and other related fiscal issues and supervises other assigned personnel.
  • Assigns work, provides training and evaluates employee performance; receives and resolves employee issues according to established guidelines; approves timesheets and leave requests; recommends corrective action as necessary.
  • Provides oversight and assistance in the administration of the work of the department; assists staff with review; monitors team performance through SETS management reports and random audits; reviews team correspondence, legal referrals, administrative review recommendations, etc.; assists staff with application of child support guidelines to new and existing orders; provides assistance to staff with case issues (e.g., interstate cases, administrative reviews, arrears only, enforcement cases); answers questions and provides information on agency / department services as appropriate.  Responds by phone or written correspondence as necessary.
  • Determines need for new staff; interviews applicants and makes recommendations hiring of new employees; initiates corrective actions for employees (up to and including termination), disciplines subordinates; reviews, approves or denies employee requests for leave; completes performance evaluations on subordinates work; provides training and guidance to subordinates concerning case management issues; conducts staff meetings; trains subordinates on new procedures and guidelines.
  • Interviews and hires candidates for employment.  Actively involved in employee and / or labor relations and contract negotiations.  Responds to grievances and complaints.
  • Represents the agency in specific child support matters; performs a variety of administrative functions to ensure efficient operation of department; formulates, recommends, implements and administers new and revised policies and procedures; prepares reports; attends training as necessary; initiates resolution with state on system issues and provides follow-up as necessary; remains informed of current developments and procedures pertinent to duties; and may be required to attend seminars / training.
  • Serves as IT back-up when applicable.
